The Langston Initiative

The District is home to three golf courses owned by the National Park Service (NPS) - Rock Creek Park Golf Course, East Potomac Park Golf Course and Langston Golf Course. All of these courses are in a state of disrepair and are in need of investment. The District is also home to many neighborhoods that are experiencing rapid economic change. While investment can be a source of growth and positive change, it can also be a threat to existing communities. The Langston Initiative is a community development effort of IDC that seeks to restore the District’s public golf courses to their intended state as national recreational assets. Named for the golf course and neighborhood that collectively synergize the distinct aspects of this effort, the Langston Initiative seeks to restore the golf courses while also working with stakeholders in the Carver/Langston neighborhood to foster positive and equitable economic, educational, and environmental outcomes. 

IDC has branded this project as the Langston Initiative to highlight and leverage the historic importance of these courses as well as their potential for catalyzing community development. Investments will be made to reposition the facilities to be more accessible and attractive to the adjacent community for uses beyond golf, while generating revenue to underwrite improvements that will attract lucrative outings and golf events. In parallel, local stakeholders will be mobilized to realize community development by leveraging improvements to the courses.

On June 28, 2017, the National Park Service (NPS) and the Federal City Council (FC2), on behalf of IDC, signed a Letter of Intent to enter into a long-term lease for the golf courses and the tennis facility at East Potomac Park. The signing of the Letter of Intent begins a feasibility period, during which NPS and FC2 will negotiate terms of the proposed lease. The long-term lease will allow for an investment program that would improve the quality of the courses and restore them to their intended state as national recreational assets. This effort aligns with FC2’s longstanding efforts to collaborate with the federal government on projects that enhance the nation's capital and the region in which it is located.

IDC is now currently performing the necessary due diligence to negotiate a long-term lease with NPS and is engaging in its ongoing community outreach efforts to incorporate community interests into the vision of each golf course.
